Isabella Morales, ISPS Director's Fellow 2023
Isabella Morales is a junior in Berkeley College from El Paso, Texas. She is majoring in political science and ethnicity, race, & migration and is particularly interested in voting rights advocacy in communities of color, such as those in her home state. At Yale, Morales currently serves as the voter advocacy coordinator for the Yale College Democrats, an editorial intern for the Yale Law Journal, and a library assistant at Sterling Memorial Library.
Chima Ndumele, Associate Professor of Public Health (Health Policy)
Chima Ndumele is an Associate Professor of Public Health (Health Policy) at the Yale School of Public Health. His research is focused on better understanding factors which influence the way vulnerable populations connect with and access health care resources. Specifically, he conducts work in three areas. The first examines how changes in local policy environment impact the care received by Medicaid enrollees. The second area explores how safety-net organizations can improve health care services delivery.
Rourke O'Brien, Assistant Professor of Sociology
Rourke O’Brien is an Assistant Professor of Sociology. His research focuses on the causes and consequences of social and economic inequalities with substantive interests in household and public finance, economic mobility and population health.
Cormac O'Dea, Assistant Professor of Economics
Cormac O’Dea is an Assistant Professor of Economics at Yale University. He is also a Research Fellow at the Institute for Fiscal Studies and a Faculty Research Fellow at the National Bureau of Economic Research. His research interests are in household saving, retirement and intergenerational links in economic outcomes.
Jasmine Oang, ISPS Director's Fellow 2023
Jasmine Oang is a junior in Morse College studying history with a specialization in politics, law, and government. As a first-generation college student from Los Angeles, Oang is interested in serving low-income, marginalized communities. She found a way to channel her passion into education and mental health policy work after serving as a policy intern for the New Haven Public Schools.
A. David Paltiel, Professor of Public Health (Health Policy); Professor of Management; Co-Director, Public Health Modeling Concentration; Affiliated Faculty, Yale Institute for Global Health
The objective that guides Dr. Paltiel’s scholarly activities is to promote a reasoned approach to decision making and resource allocation in public health and medicine. Trained in the field of Operations Research, Dr. Paltiel designs and implements policy models and cost-effectiveness analyses. He has a special interest and expertise in HIV/AIDS and has published broadly on the cost-effectiveness of testing, prevention, treatment, and care, both in the United States and around the world.

Theophile Penigaud de Mourgues , Postdoctoral Associate
Theophile Penigaud de Mourgues is a Postdoctoral Associate with the Democratic Innovations program at Yale’s Institution for Social and Policy Studies. He holds a Ph.D. in philosophy from the Ecole Normale Supérieure de Lyon, where he also led a multidisciplinary junior laboratory studying the mutations in democratic practices and theories (2018-2022).
