Title: “Daniel Patrick Moynihan, the Health Security Act and the Defense of Academic Medicine”

Joseph Fins, Professor of Healthcare Policy and Research, Weill Cornell Medical College

Abstract: Within academic medicine, the late Daniel Patrick Moynihan was viewed as a champion of medical schools and teaching hospitals. As chair of the Finance Committee, during the Clinton era debate over the Health Security Act, he forcefully sought to protect these institutions from harm, even invoking the Hippocratic aphorism of “do no harm” on the Senate Floor. Using archival materials from the Moynihan Collection at the Library of Congress, we will consider the basis of Moynihan’s advocacy and see how his concerns about the feasibility Health Security Act remain relevant when considering the the viability of President Obama’s Affordable Care Act.
