Hacker and Hathaway on Congressional Gridlock & Presidential Power

A dysfunctional Congress is not fixed by an unchecked executive. 

Under President Obama, many Democrats have learned to stop worrying and love unilateral executive power. They shouldn’t. Fixing a dysfunctional Congress is far better than ceding to the president more unchecked authority.
