Inclusion/exclusion: 
Labor-scarce states (states to which immigrants want to move because of their high wages and, therefore, those are the states that must decide whether or not to restrict immigration). This criteria was operationalized as states with GDP per capita above 200% of the world average GDP per capita in a given year or above 200% of the average GDP per capita for the geographic region in which the state is located. GDP data were taken from both Maddison (2011) and The World Bank (2012). The regional criteria captures states that are attractive to immigrants due to high wages combined with proximity. (See Appendix B for more information.)
